Andrew Bulmer FTPI FRICS
CEO - The Property Institute
A Fellow of both the Royal Institution of Chartered Surveyors and The Property Institute, Andrew started his residential PRS and leasehold management practice in 1995-2016, taking on the role of UK Residential Director at RICS 2013-2016, then his CEO role at IRPM. He oversaw IRPM's 2022 merger with ARMA, becoming CEO of The Property Institute, the new professional body formed from the merger. The Property Institute is the UK’s leading professional body for residential leasehold and multi-family property management, representing both individual professionals and businesses alike. Andrew is passionate about raising standards across the property management sectors and encouraging property professionals to be a progressive and ethical force for good.
Baroness Dianne Hayter
Chair - The Property Institute
Dianne Hayter has a long record working in the third voluntary sector (she ran Alcohol Concern, the European Parliamentary Labour Party, and the Fabian Society) and as a consumer activist (on the Legal Services Consumer Panel, the Financial Services Consumer Panel, the National Consumer Council and the National Patient Safety Agency), as well as in the House of Lords as the Shadow Consumer Minister. She is also a historian, active in the feminist movement, and a campaigner for better standards in the residential property sector including via professionalisation of those working in it.
Cassandra Zanelli
Solicitor and CEO - Property Management Legal Services
Cassandra is widely recognised for her expertise in the industry. Amongst her industry related qualifications, she is a Fellow of TPI and an Associate of RICS. She is a member of TPI’s Leasehold and Commonhold Expert Group, and an honorary consultant to FPRA. She is a leading authority in Tribunal matters and is regularly called upon to advise and represent her national client base. Cassandra is passionate about sharing knowledge with the property management sector, and is the primary author of Legally Speaking a free online resource hub for property management professionals.
Jaclyn Mangaroo (Nee Thorburn)
Chief Communications Officer - The Property Institute
Jaclyn has worked in the residential property sector for almost 20 years in a number of senior and director-level marketing, communications and PR roles, working with developers, property management and financial services firms, housing associations, and industry bodies, across the private and social sector and across all tenures, including leasehold, shared ownership, and build-to-rent. Jaclyn is the strategic lead of TPI’s PR and communications activities, responsible for the influence of relevant industry policy, building and maintaining strong relationships with legislators, and engaging with stakeholders across the industry to represent and maintain the highest possible reputation for TPI and the property management profession, as well as keeping TPI members briefed and informed on how policy direction and development will affect their businesses and work.

Lawrence Diamond

Lawrence is responsible for creating an up to date, relevant and informative training offering that is responsive to the needs of the TPI members and industry as a whole. Whether that’s ensuring the pain points of the BSA are addressed by sector experts in ever changing tailored webinars, or an ongoing wider offering of courses.
Michael Jacobs MRICS FTPI
Founder & Managing Director - Michael Laurie Magar
Michael is a Chartered Surveyor and the Founder & Managing Director of managing agent Michael Laurie Magar. He was the former chairman of ARMA, and helped to steer them through the pandemic and the merger with IRPM. Michael is currently an Executive Board Member of The Property Institute as well as chairing the TPI ESG working group.
Paul McCormack
Head of Regulatory Policy - The Property Institute
Paul is a qualified policy manager with 30 years of experience in regulatory policy projects, spanning various central government departments, statutory regulators, and a professional standards body. Before joining The Property Institute in August 2023, Paul spent nearly five years as Head of Policy at the Sports Grounds Safety Authority (SGSA), the UK Government’s advisor on safety at sports grounds. In this role, he was responsible for managing the SGSA’s annual licensing system for professional football grounds in England and Wales and played a key role in implementing standing areas within seated sections at Premier League and Championship grounds.
Sandeep Singh FTPI AssocRICS
Co Founder & Director - The Property People
Sandeep is a valued adviser to landlords, developers, investors, funds and property management companies in both the residential and mixed use sectors. Having spent almost 20 years in the industry, he combines technical expertise with rare strategic insight. He enjoys using that insight to help clients see the big picture, and is committed to making their lives easier. As he says, ‘The customer is king’. So Sandeep is passionate about empowering clients and redefining excellence in property management consultancy at The Property People.
Shaun Lundy
Director of Quality Assurance & Strategy - Tetra Consulting
Shaun is a Chartered Safety and Health Practitioner and Chartered Building Engineer and is currently the Director of Quality Assurance & Strategy at Tetra. In addition to his role at Tetra, Shaun is a visiting academic at the Universities of Greenwich and Middlesex, and an external examiner at the Universities of Portsmouth and Malta. Shaun actively collaborates with The Property Institute (TPI) and the IOSH Construction Group, focusing on the impacts of emerging legislation on building safety. His ongoing research interests encompass ethics, leadership, education, and competence in health, safety, and fire practices within the built environment.
Shaunna Thornton
Director - Risk, Compliance & Safety Management - Ark Workplace Risk
Shaunna Thornton is the Director of Risk, Compliance, and Safety Management at Ark Workplace Risk, with over 12 years of experience in Health and Safety across various sectors. Holding a BSc in Occupational Health and Safety, Shaunna excels in building and maintaining successful client partnerships, delivering a Gold Standard of services through her leadership of the Customer Success Department. As part of the Senior Management Team, she works strategically with clients, overseeing their roadmaps and developing tailored risk and compliance solutions.
Shelley Jacobs ATPI MSc MA BA(Hons) MIoL CBP
Operations Director - Michael Laurie Magar
Shelley has spent most of her career in the block management industry. She is the Operations Director of managing agent Michael Laurie Magar Ltd. Shelley is also a Business Psychologist and a Cognitive Behavioural Coach. She delivers a variety of courses for TPI including Resilience, Leadership and Time Management. She regularly presents talks, webinars and writes articles on different aspects of Mental Health, Leadership and Wellbeing. Shelley sits on the TPI Wellbeing Working group and is an advocate for supporting wellbeing and mental health awareness at work.
Simon Walker
Qualification Development Manager - The Property Institute
Simon takes responsibility for defining, developing, communicating, implementing and monitoring TPI's qualifications, with a key focus on the assessment of compliance including Internal Quality Assurance - IQA. He also works to develop and update the online TPI qualifications and CPD programmes for TPI Individual members.

Zuzana has a wealth of experience in qualifications, training, and Continuous Professional Development, with expertise in managing the entire design process of regulated qualifications.
